Lowest first-quarter maritime piracy and armed robbery figures since 1991, but vigilance remains essential

The ICC International Maritime Bureau (IMB) reported a sharp fall in global maritime piracy and armed robbery incidents in the first quarter of 2026, with just 16 incidents recorded worldwide – the lowest first quarter figure since 1991. While the decline highlights the positive impact of sustained cooperation and enforcement efforts, risks to seafarers remain. IMB continues to urge vigilance, timely reporting and strict adherence to best management practices to help safeguard crews and protect vital maritime trade routes.

Economic impact of Article 12AA: New UN tax model provision on cross-border services

A new UN tax model provision risks triggering an estimated US$241 million in annual government revenue losses for the Global South. Any revenue gains from the new provisions would be fully offset, resulting in a net fiscal loss. This independent Oxford Economics report, commissioned by ICC, is the first quantitative assessment of the potential economic and fiscal impacts of the new Article 12AA on cross-border services.

Maritime piracy and armed robbery incidents fell to their lowest level since 1992 in the first half of 2026, according to the latest report from ICC's International Maritime Bureau (IMB), released today. However, IMB warns there is no room for complacency, with crew safety still at risk and a slight resurgence of Somali piracy underscoring the need for continued vigilance.

New tracker shines light on global progress towards paperless trade

A new tool launched today tracks which countries are on the path to ratifying the United Nations Convention on Negotiable Cargo Documents – a landmark treaty that would allow cargo documents to go fully digital. Launched by the ICC Digital Standards Initiative (DSI), the United Nations Commission on International Trade Law (UNCITRAL) and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the tracker maps each economy's progress across six stages, from awareness to ratification. With 28 economies already engaging and 10 signatures needed for the convention to enter into force, the race to paperless trade is becoming a lot more visible.
