The WCF Executive Committee and the WCF General Council are the governing bodies responsible for setting the strategic direction and development of WCF services and activities.
How is WCF governed ?
The WCF General Council sets up ad-hoc working groups to address specific issues arising from the WCF programme of action. The General Council is comprised of the WCF Chairmanship, the WCF Executive Committee, 20 elected members and 20 appointed members.

Andrew McKellar is the Chief Executive of the Australian Chamber of Commerce and Industry (ACCI) – the nation’s largest business organization, representing employers of every size and sector in Canberra, across the country, and around the globe. Under Andrew’s leadership, ACCI champions policies that enable businesses to innovate, invest, and grow, promoting Australia’s economic strength and international competitiveness. Previously, Andrew served as secretary general for mobility at the Federation Internationale de l’Automobile, based in Paris; chief executive of the Australian Trucking Association; chief executive of the Australian Automobile Association; and Chief Executive of the Federal Chamber of Automotive Industries.
Earlier in his career, Andrew worked in government, serving as a senior adviser to successive federal industry ministers. He also worked in the Department of the Prime Minister, Cabinet, Commonwealth, and Queensland treasuries.

Dalenda´s current position is Central Director of Events, Communications, International Relations, Economic Information and Archives at CCITUNIS. She also serves as Press Officer of the CCI of Tunis and Director of the Cabinet of the President of the CCITUNIS. She holds a Masters in Journalism and Information Sciences, plus is a specialist in communication, strategic marketing, advocacy and economic events.
She was recently appointed at the General Council of the World Chambers Federation WCF. Mrs. Dalenda is Member of the Steering Committee of the EU Neighborhood Policy Project and has always been very involved in organizations internationally as Co-Coordinator of the Economic Forum of La Francophonie, Djerba 20-21 November 2022, received a Certification training in advocacy policy in Paris, and a Certificate course in The Role of Public Policy in Private Sector Development Leadership, from the Academy for Development & Mediterranean School of Business.
Mrs. M’hamdi Mekki has also served as Communication correspondent for the CCI of Tunis within the CPCCAF, the Permanent Conference of African and French-speaking Consular Chambers, Member of the African Women Entrepreneurs Network, and Communication Correspondent within the Association of Chambers of Commerce and Industry of the Mediterranean. She has also participated at the International Visitor Leadership Program “International Trade” Near East and North Africa in 2017 and at the Benevolence Association of the Sidi HAMADA Delegation.

Olivier Willocx was born in Brussels in 1966 and is the grandson of Albert Coppé, a Belgian politician and former European Commissioner for Employment, Social Affairs, and Integration. He attended the European School of Uccle and then the Decroly School, where he finished in 1985. Then he enrolled at the Free University of Brussels (ULB) at the Faculty of Economics and obtained his diploma in 1990. In 1993, he began a Master’s in European Law at the University of Amsterdam, followed by a short stay in Florence with the Academy of European Law (ERA).
From 1995 to 1997, he worked as Advisor to the Cabinet of Hervé Hasquin, Minister of Planning for the Brussels-Capital Region. Between 1999 and 2000, he was responsible for the renovation of the Atomium.
From 2001, he was a lecturer at the Cooremans Institute until 2007. From 2006 to 2010, he was a social judge at the Labor Court. In 2000, he was elected Director General of the Brussels Chamber of Commerce and Industry. In 2007, he merged with the Union des Entreprises de Bruxelles, giving life to a new organization: BECI (Brussels Enterprises Commerce and Industry).
On September 20, 2012, he became President of the Economic and Social Council of the Brussels-Capital Region.

Mrs. Bustamante is President of the Chamber of Foreign Trade of the Federation of Industries of the State of Santa Catarina – FIESC. She works as an academic in Political Science, emphasizing International, Bilateral, and Multilateral Relations, mainly on issues such as international negotiations, regional Integration, and Mercosur.

Ms. Yu Min has been serving as the Director General of ICC- China Secretariat of China Chamber of International Commerce (CCOIC) since 2018. Previously, she served as the Deputy Director General of ICC- China Secretariat from 2015 to 2018. She joined the CCOIC Secretariat in July 2006. She was appointed the Section Chief of Training Services in June 2011, and from Nov. 2012 to Oct. 2015, she was the Section Chief of Financial Services.
Ms. Yu has a Ph.D. in Political Economy from Beijing Normal University and a Master of Economic Management from Sichuan Normal University.

In March 2015, She became the founder/president of the “ Economic Business Women Council” in Egyptian Chambers of commerce. Rim’s activities internally focused on empowering women economically, bridging generation gap ,changing the business culture of the workplace, increasing the number of female owners/partners and creating an inclusive atmosphere for all.
Externally, Rim launched #WEBB-middleeast.com an internet-based women’s marketplace that brings together female entrepreneurs to form a powerful economic force of change, focusing on increasing the number of women digitally, giving them access to market their products, franchising, networking and partnerships. In November 2015,WEBB-Middle East put in action SDG5 and received support from the United Nations Global Compact.
Previously, Rim chaired the Women’s committee for the Canada-Egypt Business Council and served as a director in Egypt for the Asian-Arab Chamber of Commerce and the Regional country manager for the Hot Mommas Project affiliated to the George Washington University School of Business .
Siam has participated in corporate social responsibility and sustainability activities (CSR), with a focus on equipping women business owners with knowledge of the importance of being a socially responsible company to bolster a company’s image and build its brand. She is passionate about equipping these groups with knowledge to increase their competitiveness in business. She is also a strong advocate for women’s economic empowerment and has been recognized with several awards. Mr. Giorgi Pertaia is a Founder and Director of Keystone Investments, an investment company based in Georgia. Previously, from 2012 to 2016, he served as the Director of the Georgian National Investment Agency, where he was responsible for Foreign Direct Investment facilitation in Georgia. From 2011 to 2012, Mr. Pertaia served as a Business Ombudsman of Georgia, responsible for defending the rights and interests of businesses with the government and protecting taxpayers’ rights and legal interests. In addition, from 2010 to 2011, Mr. Pertaia served as a Chief Advisor to the Prime Minister of Georgia, advising on issues of private sector protection.

Mr. Mohammad Khazaei has a B.A. in Business Administration from the University of Guilan. He also holds a master’s degree in international transactions from George Mason University in the United States. Mr. Khazaee has taught macroeconomics and philosophy at Tehran’s Allameh Tabatabai University. Also, from 1981 to 1988, Mr. Mohammad Khazaei was a Member of Parliament, where he served as a member of the Economic Committee (1982–1988) and the Banking Reform Committee (1981–1982). Furthermore, he served as Senior Advisor to the Board of Directors at the World Bank from 1988 to 2002.
Mr. Mohammad Khazaei held positions in international development financing between 2002 and 2007, serving as both Vice-Minister for International Affairs and President of the Organization for Economic and Technical Assistance in Iran’s Ministry of Economic Affairs (OIETAI). Concurrently, he served as Governor of the OPEC Fund, Vice-Chairman of that organization’s Investment Committee, Alternate Governor for the Islamic Development Bank, and a board member of the Iran-Misr (Iran-Egypt) Development Bank. After that, from 2009 to 2014, he held different positions, such as President of the Board of UNDP at the U.N., Vice President of the General Assembly of the U.N. and the Board UNICEF at the U.N., and Ambassador & Permanent Representative of Islamic Republic of Iran at the U.N.

Trajan Angeloski was born in 1977 in Skopje Capital of Macedonia and graduated from the University St. Cyril and Methodius on the faculty of Mechanical Engineering. He spent time on additional education for specific skills in Germany, Austria, the USA, Japan, China, Taiwan, and other countries. He speaks several languages English, Serbian German, Croatian, Bulgarian, and other languages from the Slavic group.
His professional career started in the family company Ariljemetal with his father, and he was responsible for international markets and the company’s development; he began to found the Bometal group of companies for direct access to the markets.
He has lived several times in different places in the world but always comes back to his homeland. His main objective is development, Innovation, and following World trends.

Mr. Daraban has graduated from the Polytechnics University in Bucharest in 1992 with a licence degree in Mechanics. He has also graduated from the Norwegian Academy of Shipping in 1995 – Shipping Management specialization and has completed the studies of the TEMPUS Programme for Eastern Europe, receiving education certification in Company Management Expertise, in 1996.
After graduating the Romanian National Defence College, Mr. Daraban has held top management positions in different companies from the shipping industry and was elected the President of the Constanta Chamber of Commerce, Industry, Shipping, and Agriculture in February 2002. He has also served as Vice-President of the Chamber of Commerce and Industry of Romania from 2002 until 2007 and 2011-2014.
In 2014, Mr. Daraban was elected the President of the Chamber of Commerce and Industry of Romania and has received 2 additional mandates at the helm of the most important business organisation in Romania. He is also the President of the Romania National ICC Committee, Member of the Romanian National Defence College, Member of the General Association of Engineers in Romania (AGIR) and founder of the Romania – Bulgaria EURODOBROGEA Business and Innovation resource center.
Internationally, Mr. Mihai Daraban has been a member of the WCF General Council since 2020 and member of EUROCHAMBRES Board of Directors since June 2014. He was also the representative of the Romanian business community in the Business Council of the Black Sea Economic Cooperation Organisation (BSEC – BC) and held the rotative Presidency of the organisation back in 2020.
Mr. Daraban is recognised today as the most important and representative figure for the business environment of Romania, co-hosting many international economic and political forums in Romania, and leading various economic international missions in countries like USA, Brazil, South Africa, South Korea, Japan, Ecuador, Spain, Turkey, Italy, Austria etc.

As Director General of the Geneva Chamber of Commerce (CCIG), Vincent Subilia strives for a lively and diversified business community in Geneva. In so doing, he promotes approx. 2’500 corporate members make up the CCIG community. As elected Swiss representative, he also represents the CCIG within numerous regional, national, and international institutions, including the General Council of the World Chamber’s Federation. Vincent has also acted as President of the Swiss Chambers’ Arbitration Institution.
Vincent Subilia joined the CCIG in 2015, in line with his previous assignment as the Economic Development Officer of the State of Geneva. A qualified lawyer with robust expertise gained in Switzerland and abroad (including Brussels, London, New York, and Beijing), Vincent worked within a large international bank in Geneva as Vice President for numerous years, as well as for a major law firm specializing in WTO issues.
Alums of the Graduate Institute of Geneva, Vincent has been elected as a Member of the Geneva Parliament (former Municipal councilor of the City of Geneva from 2012 to 2018). He further acts as past President of AGIR, an association that he founded in 2009, to advocate the assets of the « international Geneva”. He is also a member of the Rotary Club Genève International, which he co-founded in 2015, and of the Diplomatic Club of Geneva.

Born in 1984 in Istanbul, İzzet Volkan started his primary education at Çorlu Uncular Süleyman Pekel Primary School. After completing his secondary and high school education at Nişantaşı Işık High School, Volkan later completed his major in Economics and a minor in Political Science at Purdue University in the USA. He completed his internship in many corporate companies, such as Ford Otosan.

Shevaun Haviland joined the Civil Service in 2016 as the Cabinet Office’s Deputy Director of Business Partnerships. In 2017, Shevaun also became the head of Business Relations at Number 10, Downing Street, alongside her Cabinet Office position. As Deputy Director of Business Partnerships, Shevaun has been a driving force for the Inclusive Economy Partnership. Prior to joining the central government, Shevaun was at the forefront of digital innovation through her work as the Founding Director of the Academy of Digital Business Leaders and as a Director at Independents United.
She has also worked for a wide range of other private sector firms. These include the agency group WPP, the Walt Disney Company, and Datamonitor based in London, Paris, and New York. Outside of Government, Shevaun sits on the U.K. National Advisory Board on Impact Investing and supports The Danson Foundation.
She has also shown her commitment to social enterprise as an ‘angel investor’. Shevaun graduated from PPE at the University of Oxford and has been awarded the ‘Freedom of the City of London’. Outside work, she is currently training to obtain a pilot’s license.

Tim Giuliani is the President and CEO of the Orlando Economic Partnership. This new entity resulted in the merger of the Central Florida Partnership and the Orlando Economic Development Commission. The Orlando Economic Partnership works to provide the Orlando region with quality jobs, economic growth, broad-based prosperity, and a sustainable quality of life.
Before coming to Orlando, Giuliani led two combined economic development/chamber organizations—the Greater Raleigh Chamber of Commerce and the Gainesville Area Chamber of Commerce. He also worked as the vice president of corporate outreach and engagement for the Florida Chamber of Commerce

Peter Hill Dowd is a Chilean sailor, businessman, and union leader, former President of the Santiago Chamber of Commerce (CCS).
He trained at The Grange School in the capital and, later, as a sailor, at the Arturo Prat Naval School in Valparaíso, an entity where he stayed between 1956 and 1963.
That last year he emigrated to the private sector, specifically to Esso Standard Oil, where he worked for four years in sales and marketing. For the next two years, he worked at General Mills Chile and Ballerina Laboratories, after which he became independent and, together with a partner, formed Duo Laboratories, a company dedicated to cosmetics that was sold in 1978 to the British multinational Reckitt and Colman. In 1976 he joined Química Anglo Chilena. In 1985 he joined the union activity after being appointed Director of the British-Chilean Chamber of Commerce.
Sometime later, he would be its President for two and a half years. In 1995 he was elected President of the CCS, a position in which he remained until mid-1999 and to which he returned in 2007

Dilip Dandekar joined Camlin Ltd. as a management trainee and became Executive Director of the company in 1979. He took charge as chairman and managing Director on June 1, 2002. Dandekar served as a Vice President of the Indian Chamber of Commerce and now serves as the Non-Executive Chairman of Camlin Fine Sciences Ltd. (formerly Camlin Fine Chemicals Ltd) and has been its Director since June 2006. Dandekar served as a Joint Managing Director of Kokuyo Camlin Limited. from 2002 to February 2013.

Liza M. García Vélez is a notary lawyer, a native of the town of Hatillo. He has a bachelor’s degree in Communications from the University of Puerto Rico. He completed a Juris Doctor at the Interamerican University of Puerto Rico. He has a master’s degree in Communication with a specialty in Public Relations from the Universidad del Sagrado Corazón.
