Second Edition of ICC’s leniency guide launched at global competition forum

Jointly organised by ICC and the International Bar Association (IBA)—in cooperation with ICC India—the 2018 Pre-International Competition Network (ICN) Forum takes place today in New Delhi, offering insights on “Emerging Themes in Global Antitrust Policy and Enforcement.”

Over the last decade, ICC—the world business organization—has facilitated a genuine exchange between business and competition agencies around the world by hosting a high-level event on the eve of the ICN Annual Conference.  The Pre-ICN forums have contributed to enhanced understanding of competition law enforcement by focusing on key issues affecting competition regimes.

Paul Lugard, Chair of the ICC Commission on Competition and Partner at Baker Botts, said:


“A constructive dialogue between agencies and the international business community is critical to effective competition enforcement and enhanced compliance. The 10th ICC Pre-ICN Annual Conference in New Delhi is a key event in this respect.”

Bringing together the perspectives of both the private and the public sector, the Pre-ICN forums have become a unique platform to promote the latest business initiatives in competition policy while capturing the pulse of the international antitrust community in their regard.

This year’s event will see the ICC launch its newest publication: the Second Edition of the ICC Leniency Manual. Building on the success of the first edition, the manual includes user-friendly flowcharts and fast facts for over 30 jurisdictions, illustrating the steps for each leniency application process.

Marcin Trepka, Co-Chair of the ICC Task Force on Cartels and Leniency and Counsel at K&L Gates, said:

“The ICC Leniency Manual continues to be a reference for any company wishing to obtain immunity from antitrust fines. It is our aim that this fully updated second edition—designed by business and for business—can help demystify the leniency application process for companies in both local and multi-jurisdictional contexts.”

Devender Kumar Sikri, Chair of the Competition Commission of India and Andreas Mundt, ICN Chairman  and President of Germany’s Federal Cartel Office (Bundeskartellamt) will officiate the forum. Other prestigious speakers included Frederic Jenny, Chairman of the Organisation for Economic Cooperation and Development’s Competition Committee, Margaridas Matos Rosa, President of the Portuguese Autoridade de Concorrencia, and John Pecman, Commissioner of the Competition Bureau of Canada.
