ICC extends support for economic recovery in Syria

ICC has announced a dispute resolution initiative to support post-conflict recovery in Syria.

ICC will apply a 20% reduction on administrative expenses for eligible arbitration cases linked to Syria’s recovery. The measure builds on a similar framework introduced in response to the ongoing conflict in Ukraine and Lebanon, reflecting ICC’s commitment to supporting economies facing exceptional circumstances. 

ICC Secretary General John W.H. Denton AO said: 

“For too long, Syria has remained cut off from global markets. This initiative will increase access to ICC’s world-class dispute resolution services, helping to de-risk private capital and accelerate the country’s reintegration into the global economy.”

As reconstruction efforts begin to take shape, disputes may arise, particularly in sectors such as infrastructure, energy and transport. Ensuring access to trusted and neutral dispute resolution mechanisms will play a critical role in:

  • Enhancing investor confidence through greater certainty and predictability
  • Effectively managing complex cross-border disputes
  • Supporting sustainable economic recovery

In this context, the ICC International Court of Arbitration will support parties operating in or in connection with Syria in accessing high-quality ICC arbitration services at a reduced cost. This will enable businesses to benefit from efficient procedures, enforceable outcomes and legal certainty under the ICC Rules.

ICC will also actively engage with local stakeholders – including legal professionals, public institutions and relevant authorities – to support long-term capacity building in international dispute resolution, and explore avenues of cooperation with relevant national and institutional stakeholders involved in Syria’s reconstruction efforts.
