Why do chambers need a global benchmarking tool?

Chambers of commerce are under increasing pressure to demonstrate impact, respond to evolving business needs and lead with agility and innovation. Yet many lack access to reliable comparative data, consistent frameworks and curated best practices that can guide strategic transformation.

The Chamber Benchmarking Tool addresses this need by offering a structured, consistent and confidential platform for chambers to assess their performance. Through data-driven insights, the Tool enables chambers to evaluate their strengths, identify areas for improvement and benchmark their services and operations against regional and global peers.

In addition to performance diagnostics, the Chamber Benchmarking Tool provides access to a curated library of international best practices and successful case studies, supporting strategic planning and fostering a culture of continuous improvement. It also offers chambers an opportunity to showcase their success stories and engage with a global network of peers navigating similar challenges.

How does the Chamber Benchmarking Tool work?  

There are two dedicated roles to access the Chamber Benchmarking Tool:

Chamber steward

Responsible for leading the submission of a chamber’s performance data and case studies. Chamber stewards will have full access to view their dedicated chamber’s dashboard results, return to the assessment at any time, and explore the full library of global case studies.

Note: This is a dedicated role and access is provided to one person per chamber.

  1. Sign up
    Register as a Chamber steward—you will lead your chamber’s performance assessment and case study submissions.
  2. Get approved
    ICC System Admin reviews and approves your steward account for full access.
  3. Access the tool
    Log in and create your chamber profile on the CBT platform.
  4. Complete the assessment
    Fill in all 8 operational excellence dimensions and at least 2 of the 7 roles & responsibilities, uploading supporting documents where needed.
  5. Submit for validation
    Submit your completed assessment for validation.
  6. View dashboard & insights
    Once validated, access your performance dashboard, with gap analysis, strategic recommendations, and tailored access to relevant best practices.
  7. Receive case study eligibility
    If identified as high-performing in specific dimensions, your chamber will be invited to submit a case study.
  8. Create a case study
    Use the case study creator to document your chamber’s success story, linked to the eligible performance area.
  9. Submit case study
    Submit the case study for review and approval.
  10. Validation & publication
    Once approved, your case study is added to the global best practice repository for others to learn from.

Chamber staff

Able to view the dedicated chamber’s performance on the dashboard and access the full library of case studies submitted by chambers around the world. This role does not include access to edit or submit assessment data.

Frequently Asked Questions (FAQ’s)

The Chamber Benchmarking Tool is open to all types of chambers—public, private and semi-governmental; national, city, regional/state, bilateral, continental, international and transnational; as well as thematic, sector-specific, or sector-agnostic chambers. It is designed to be flexible and inclusive, accommodating diverse geographies and organisational models.

Chambers that are members of the ICC-WCF network can sign up directly through the Chamber Benchmarking Tool login page. If a chamber is not listed in the sign-up dropdown, a request will be automatically sent to the ICC System Admin for verification and addition, provided the chamber is a registered member. Non-member chambers may apply for ICC-WCF membership, after which they can be granted access to the Tool.

No, participation is entirely voluntary. Chambers that do choose to engage with the Chamber Benchmarking Tool benefit from structured self-assessment, access to an international best-practice repository and insights aligned with global and regional performance benchmarks.

The tool is securely hosted by the ICC-WCF using advanced cloud-based infrastructure. This was done to ensure sustainability, governance and alignment with international standards.

All submitted data is handled with the highest standards of confidentiality and security. Only authorised personnel from the ICC-WCF have access to individual submissions. Data is stored securely and used exclusively for assessment and aggregated benchmarking purposes. No individual chamber data will be shared externally without prior consent.

The chamber steward is a designated representative responsible for completing a chamber’s official assessment and submitting case studies. Chamber steward leads the submission of their chamber’s performance data and case studies. They will have full access to view their chamber’s dashboard results, return to the assessment at any time and explore the full library of global case studies.

Note: This is a dedicated role and access is provided to one person per chamber.

Chamber staff are individuals within a chamber who are granted view-only access to the Chamber Benchmarking Tool platform. They can explore their chamber’s performance dashboard (once the assessment has been submitted by the designated chamber steward) and access the full library of global best practice case studies.

This role is intended to provide broader visibility across the chamber team; however, chamber staff cannot input, edit, or submit any assessment data unless formally assigned as the chamber steward.

The chamber steward is the primary lead responsible for submitting the chamber’s assessment and case studies, with full access to manage data and view performance results. In contrast, chamber staff have view-only access. They can explore the chamber’s dashboard (once submitted) and browse the best practice repository, but cannot edit or submit any information.

If a chamber needs to change its designated chamber steward, the current chamber steward should send a request to chamberbt-support@iccwbo.org to have their account switched to a chamber staff account. Once this step has been completed, a new chamber steward can register and assume the role.

All chambers must complete the entire operational excellence section, which consists of 8 dimensions. In the roles & responsibilities section, there are seven defined roles. Chambers are required to complete at least two of these to proceed with submission. While completing all seven is encouraged, it is not mandatory recognising that not all roles may apply to every chamber.

Certain questions within the assessment require relevant supporting documentation as evidence. Examples include:

  • Internal reports & dashboards: Performance reports, CRM exports, innovation trackers, trade or impact dashboards.
  • Programme & event documentation: Event agendas, training outlines and course content.
  • Survey tools & results: Feedback summaries, stakeholder surveys and satisfaction evaluations.
  • Policy & regulatory evidence: Policy papers, legal advisory reports and regulatory submissions.
  • Partnership & collaboration materials: MoUs, joint programme documents and partnership evaluations.
  • Digital tools & analytics: Screenshots or usage data from internal systems or platforms.
  • Recognition & impact measurement: Awards, accreditations, certifications and outcome reports.
  • Advisory & support services: Market entry support, risk advisory and compliance documentation.

The Chamber Benchmarking Tool assessment supports uploads in PDF or Excel (.xls, .xlsx) format. Evidence should be compiled into one document per question.

The time required depends on how many Roles & Responsibilities are completed. The tool is designed to be as efficient and flexible as possible. Chamber stewards can save progress and return at any time within the assessment period to complete the assessment at their own pace.

Once submitted, the assessment is reviewed and validated by the ICC team. Upon approval, chambers receive access to their performance dashboard, which compares their results to regional and global averages. The dashboard includes gap analysis and tailored case study recommendations to support improvement.

Chambers use their results to identify institutional strengths and areas for development. Chambers also gain tailored recommendations from the best practice repository, to support any identified performance gaps.

Chambers cannot view other institutions’ specific results. However, each chamber can see how their performance compares to anonymised regional and global benchmarks, based on aggregated data.

Yes. Chambers are encouraged to update their assessment annually or after major organisational changes. This ensures that benchmarking results and improvement areas remain relevant.

Yes. Once the initial assessment has been validated, Chamber Stewards may return at any time to add more roles & responsibilities to their chamber’s submission.

Chamber stewards receive access to their chamber’s dashboard after validation. The dashboard includes performance insights, comparisons to benchmarks and tailored access to relevant best practice case studies. Chamber Staff can also view the dashboard once it becomes available.

Following validation, if the chamber is best performing in any of the assessed dimensions within operational excellence or any roles & responsibilities, they become eligible to submit a case study. These highlight successful programmes, approaches or initiatives within the chamber.

The platform includes a case study creator that guides chamber stewards through the process. It allows users to enter narrative content and upload relevant documents or links to enrich the submission.

  • Initiative details: describing the background, process, impact and lessons learned.
