Before responding to the Commission’s detailed questionnaire, ICC wishes to emphasise that the GBER is one of the most significant instruments within the State aid legal framework; it plays a highly positive role due to its general scope. However, it has now become overly complex and increasingly difficult to use for this very reason. ICC therefore welcomes the revision of this instrument but strongly recommends that the new GBER be made simpler and more user – friendly. The questionnaire below does not necessarily bode well in this regard, as it focuses on specific details rather than the overarching philosophy of the regulation, which should aim to facilitate the work of actors contributing to competitiveness and innovation within the European economy.
