International Certificate of Origin (ICO) Council

The ICC WCF International Certificate of Origin Council (ICOC) was set up to enhance and promote the unique position of chambers as issuing agents of non-preferential and preferential certificates of origin. We are a global forum facilitating collaboration between chambers worldwide.

The ICOC is achieving this by implementing the following strategies:

• Coordinated engagement with international, regional and national governments and agencies through ICC structures.
• Establishment of an International Certificate of Origin Accreditation Chain, based on the International CO Guidelines, which establishes international best practice for issuing procedures.
• Development of a series of international training programmes to enhance and raise the level of chambers’ professionalism and competency in CO issuance.
• Helping chambers in the identification and use of advanced technologies in the delivery of COs and trade documents.
• Call for the liberalization of issuance of Preferential CO to Chambers by Customs authorities.
• Call for the recognition and acceptance of electronic CO by governments.

Any chamber issuing COs, and has trade facilitation experts, can participate to become an ICO Council member.
