World
Summit on the Information Society (WSIS)

The World Summit on the Information Society (commonly known
as WSIS) was held during the week of 8 December 2003 in Geneva, culminating
in the Summit segment on 10-12 December 2003.
The second part of this Summit will take place in 2005 in Tunisia.
Principals of the
Summit host countries and executive secretariat invited the International
Chamber of Commerce (ICC) to create the CCBI as a vehicle through which
to mobilize and coordinate the involvement of the worldwide business community
in the processes leading to and culminating in the Summit. ICC led the
private-sector effort to provide substan
tive input into the Summit, and
mobilized the private sector to participate in the preparatory phases
and at the Summit itself. We also took an active role in helping the inner
group of organizers in their preparations.

As you know, ICC chairs the Coordinating
Committee of Business Interlocutors (CCBI) which has provided the business
input to the WSIS preparatory process and mobilized business for the Summit
itself.
Attached is the CCBI
business statement (.pdf - 2 pages) which is based on existing ICC
policy positions and reflects established ICC priorities.
This business statement
was presented at the World Summit on the Information Society as the key
business messages for the Summit.
Thanks to the generosity
of certain CCBI members and ICC's chair of the commission on E-Business,
IT and Telecoms, the statement was also produced in French, Arabic and
Spanish to create as much access to this document as possible.

The continuation of the third preparatory
meeti
ng (PrepCom III) for the World Summit on the Information Society
(WSIS) took place in Geneva 10-14 November 2003. The continuation of PrepCom
III focused on the draft Declaration and Action Plan for the Summit. This
is the final stage of preparatory work for the WSIS.

ICC and CCBI have submitted the 'CCBI

and includes an explanation for the business views and proposed text.

The purpose of this
CCBI input is to draw upon the previous detailed comments on the draft
Declaration for WSIS provided by CCBI and to provide suggested text for
the Declaration. This input is intended to assist in focusing the Declaration
and making it more concise. CCBI members fully recognize the intergovernmental
nature of this process, and the need for certain political issues to be
included.

Annotated with proposed amendments by the Coordinating Committee of Business
Interlocutors (CCBI).
The CCBI input to
the Draft Action Plan underlines the readiness of business to contribute
to fulfilling the targets of the Draft Action Plan. CCBI members remain
committed to help make sure the benefits of information and communications
technologies become available to people everywhere.
Intersessional
meeting
The Intersessional preparatory meeting for the World Summit on the Information
Society (WSIS), which took place in Paris 15-18 July 2003, focused on
the draft Declaration and Action Plan for the Summit.
ICC and CCBI submitted
the 'CCBI
Comments on the revised draft Declaration and Action Plan' (.pdf
- 9 pages) ahead of the meeting. These comments were reviewed and commented
on by members of ICC's Commission on E-Business, IT and Telecoms and ICC's
Commission on Intellectual Property as well as by the networks of the
other CCBI members.

This report attempts to capture the highlights from
the four days of events and intergovernmental discussions from a business

Pan European Regional Meeting - Bucharest
A regional meeting of the UNECE-region was held in Bucharest
on 7-9 November 2002. This Pan European Regional Meeting was a ministerial
level event and brought together a number of influential people from the
region.
ICC
activities in Bucharest
At
the request of the Romanian Minister of Communications and Technology,
Danil Nica, ICC organized a business-led afternoon session on Friday
8 November 2002. This was an integral part of the official
agenda, and took place in the main venue, the Palace of Parliament in
Bucharest.

In preparation for
the Summit, a number of events have taken place and are scheduled for
future dates. ICC/CCBI participated in the first Preparatory Committee
(PrepCom I) meeting in Geneva, 1-5 July 2002. ICC/CCBI also contributed

2002, in Geneva.
